MP Akylbek Tumonbaev stated at today’s session of the Jogorku Kenesh that a number of residential buildings in Osh and Bishkek have not been officially commissioned.
According to him, people have been living in some of these buildings for years, yet the houses have not been formally put into operation.
“Because of this, the state budget is not receiving tax revenues. Once a building is commissioned, the construction company must pay the required taxes. The question arises: is anyone interested in this situation? There could be collusion between construction companies and the Ministry of Construction to avoid paying taxes,” the MP said.
Minister of Construction Nurdan Oruntaev responded that no one is interested in such a scheme.
“Before 2022, more than 200 properties had neither commissioning permits nor the necessary documentation. A special commission worked for a year and resolved issues related to 150 properties. Work on the remaining facilities is ongoing. The main priority is safety,” he noted.
First Deputy Chairman of the Cabinet of Ministers Daniyar Amangeldiev added that thanks to the active work of the Ministry of Construction, 1,400 more facilities were commissioned in 2025 compared to 2024.
