The municipality reminded that the capital continues to accept applications within the framework of the land amnesty to secure the state's property rights to real estate.
To submit an application, the following documents are required:
— a copy of the applicant's identity documents;
— a copy of the legal entity registration certificate;
— a copy of the technical passport;
— a notarized power of attorney of representatives;
— documents (if any) confirming the fact of acquisition of the property (relevant receipts, receipts for payment of utilities, receipts for payment of land tax, powers of attorney and other documents related to land amnesty objects).

State mortgage lending has recently begun to actively develop in Kyrgyzstan. The republic has launched a new housing program "Menin ïyïm - 2024-2030" ("My Home - 2024-2030"). The editorial staff of 24.kg figured out how to get a state mortgage and who can apply for it.
The main requirements for state mortgage participants:
At the time of application, the applicant must be 18 years old.

Types of mortgage lending
There are three types of mortgages that you can apply for: social, preferential, and affordable.
1Social mortgage
Issued to employees of the public and private sector at 4 percent per annum for up to 25 years.
No down payment required.
Families with many children (five or more minor children) can apply.
Persons with disabilities and guardians.
Available to widows and widowers who are not married and have minor children.
Young professionals under 35 in rural areas can participate.
Citizens who are not married and have a minor child without a record of one of the parents.
2Preferential mortgage
Issued at 4 percent per annum for up to 25 years.
No down payment required.
Intended for state and municipal employees, as well as for public sector employees (teachers, doctors, and others).
3Affordable mortgage
Issued at 8 percent per annum for up to 25 years.
For individuals, an initial payment of 20 percent is required.
How to apply?
Applications for participation in the program are accepted online. To register, follow the link to the GIK website and fill in the required fields. After registration, a personal account will open on the portal, and an SMS with a temporary password for subsequent installation of the main one will be sent to the number.
To enter your personal account, you need to enter your tax identification number and password, and then pay for government services in the "Payment for services" section. The cost of a request per person is 179 soms. For this money, the State Electoral Commission makes a request to government agencies to find out the applicant's marital status, length of service, and availability of housing.
Payment and confirmation
After payment, you must confirm your personal account and approve consent to the processing of personal data. Consent can be provided online through the Balance.kg mobile application. To do this, you need to download the application from the Play Market or App Store and go through online identification in it.
After identification, in the application menu, you need to go to the "State" tab and click the "Registration in the State Electoral Commission" button.
Confirmation of consent and sending an application
If the applicant is married, then the spouse must separately download the application, go through online identification and click the "Consent of the spouse" button in the "State" menu. Then in the personal account in the "Consent to search for personal data" section, the mark "Consent received" will be displayed.
After providing consent to the processing of personal data and payment in your personal account in the "My applications" section, you must click on "Add application", enter additional information and send the application for verification to the State Electoral Commission. The application status should be "Sent for verification".
Note that civil servants are exempt from paying taxes and deductions to the Social Fund. To determine their work experience, they need to attach a certificate of salary for the last year in their personal account in the "My documents" section.
How long does it take to review an application?
The State Electoral Commission told 24.kg that the application review process has recently been simplified. Previously, applications were reviewed within two to three months, but now the process takes two to three days. During this time, the participant receives feedback.
Can an application be rejected if your marital status has changed?
If your marital status has changed after submitting your application, update the data in your personal account on the portal. This will not affect the queue if you meet the program conditions.
Changes in family composition may affect the area of the housing provided. The State Inspectorate will conduct an inspection, and if you no longer meet the program conditions, the application will be rejected.
How do changes in employment status affect the application?
If the applicant was on the mortgage waiting list as a civil servant and changed jobs, their queue will remain, but the mortgage conditions will change depending on the new field of activity.
For example, the interest rate may increase from 4 to 8 percent.
If the applicant loses their job or their income decreases, this may affect their ability to pay the mortgage. In this case, the situation is considered individually.
Do I need to reapply if my circumstances have changed?
If your family or employment status has changed since you submitted your application, you do not need to reapply.
Just update the information in your personal account on the electronic portal.
These changes will not affect your queue if you still meet the program criteria. The State Income Committee will check your application again to make sure you still meet the requirements.
How does the State Income Committee check the applicant's income?
Income is checked through the Tunduk system using data from the Tax Service and the Social Fund. Documents from the Social Fund can confirm income, and in some cases you can request a certificate of income from the State Tax Service, even if the person did not file a declaration.
The Tax Service can issue a special form confirming income based on the available information. The State Income Committee noted that the program does not have any requirements for the income level of participants.
From February 24, 2025, taxpayers in Kyrgyzstan will no longer need to obtain a mandatory certificate of absence of tax arrears when registering or re-registering real estate. The decision to cancel this requirement was made by the head of the Tax Service, Almambet Shykmamatov.
As reported by the press service of the department, thanks to the integration of the systems of the State Tax Service, the State Institution "Salyk Service" and the State Institution "Cadastre", real estate sellers will be able to receive information about the presence or absence of tax arrears directly from the registration authorities. If there is a debt, information on how to repay it online will also be available there.
The abolition of the certificate will speed up the execution of transactions, reduce the bureaucratic burden and minimize corruption risks associated with obtaining the document.
"Citizens often had to pay additional amounts to expedite the receipt of the necessary paper. The abolition of the certificate of tax arrears means that taxpayers can now focus on other aspects of the transaction without being distracted by the need to obtain additional documents. This decision is precisely the step that reduces administrative barriers and creates more convenient and accessible conditions for citizens and businesses,” the statement says.

New procedure for calculating the tax on residential real estate
According to changes in tax legislation, a new formula has been introduced for calculating the amount of tax on residential buildings and premises, which is calculated by multiplying the tax base by a fixed rate (som / square meter).
H = NB × C, where:
H — tax amount;
NB — taxable area (taking into account benefits);
C — tax rate (som / square meter).
Tax rates are approved by local keneshes once every three years before October 1 of the current tax period and come into force on January 1 of the next tax period. The maximum rate should not exceed 100 soms per 1 square meter.
Calculation example:
If the rate in Bishkek is 70 soms, then the tax on a house with an area of 200 square meters (taking into account the preferential area of 150 square meters) will be:
H = NB × C = (200 - 150) × 70 = 50 × 70 = 3 thousand 500 soms.
Residential property tax rates for 2025-2027 must be approved by local councils before March 1, 2025.
The tax is calculated by tax authorities at the location of the property, and notifications are sent to taxpayers no later than 30 calendar days before the payment deadline. The deadline for paying the tax is no later than September 1 of the current tax period.

New procedure for administering the tax on non-residential buildings in markets
For non-residential buildings (containers, hangars, etc.) located in markets and mini-markets and not registered with the State Institution "Cadastre", the tax is calculated based on the registers provided by the market owners.
Administration features:
Tax authorities automatically send notifications to the owners of the buildings.
The tax is paid quarterly before the 20th day of the third month of the quarter.
Market owners are required to provide information on non-residential buildings before February 1 of the current tax period in the form approved by the authorized tax authority.
Responsibility for failure to provide data: a fine of 65 thousand soms is provided for market owners.

Tax on adjacent land plots of apartment buildings
The obligation to pay tax on adjacent, household and garden plots is distributed among the owners in proportion to their share in the common property.
If the management of the building is transferred to management companies or cooperatives, the payment of the tax is assigned to these organizations.

Changes in the procedure for granting benefits
A benefit is provided for parents or guardians of children with disabilities in the form of an exemption from paying 50 percent of the tax amount for one residential building, premises or vehicle.
The right to reduce the tax amount by the amount of tax paid for the land plot underneath it (within the amount of property tax for this property) is now granted only in relation to non-residential property.

Tax calculation
Until January 1, 2026, tax authorities have the right to independently calculate the property tax of individuals who have not filed reports, within the limitation period. This applies to:
residential buildings and premises not used for business purposes and not located in resort areas;
vehicles;
household, household and garden plots;
agricultural land plots.
